MS SQL 2019 Setup question

So, I'm setting up a Windows 2019 Server VM to run MS SQL 2019 which will be used for MS Dynamics 365 on another Windows 2019 Server VM and this is what they asked for for the server VM running SQL Server 2019:

CPUs: 2
RAM: 16GB
C: 60GB – OS [Disk 0] [Tier 2 - 7.2k array]
D: 20GB – Program Files and SQL Instances [Disk 1] [Tier 2 - 7.2k array]
F: 50GB – SQL Backups [P: * .5] [Disk 3] [Tier 2 - 7.2k array]
L: 20GB – SQL Logs [(P:* .20 = 20GB] [Disk 4] [Tier 0 - 15k array][64k Unit Size]
P: 100GB – SQL Database [10GB initial size + 1GB/mo growth] [Disk 2] [Tier 1 - 10k array][64k Unit Size]
T: 30GB – SQL TempDB [P: * .33= 30GB] [Disk 5] [Tier 0 - 15k array][64k Unit Size]

No I was planning on just making a bunch of VHDX drives and map to them using their "special letters" but is tis really the best way with current VM technologies?
