Disabling TLS 1.0 & 1.1 and enabled 1.2 causes failed to install SQL services

Hi Team,

We got a windows server to install SQL 2014 EE. but the installation failed with below error msg.

TDSSNIClient initialization failed with error 0x80090331, status code 0x80. Reason: Unable to initialize SSL support. The client and server cannot communicate, because they do not possess a common algorithm.
Event ID: 17182

Things I came to know:

TSL 1.2 is enable and 1.0 is disabled as per my client security policy's .

we tried to apply latest patch available in our win server 2012R2 std, though it was failing.

We applied fix patch from the below link as well, though it was failing
