MSSQL 2008 R2 Memory Consumption to low.

We have a SQL server that is behaving.. oddly.. in that it's not using all the memory I'm throwing at it.

The server has 8gb of RAM allocated to it. It's dedicated to SQL. I've set the instance to min of 4096 and max of 6144. The server, according to it's own sys.dm_os_process_memory table is only using 1,508,776 kb of memory. 

It's running 64bit and my understanding is that AWE/PAE/3gb aren't needed or used.

The error logs do have a message: 

spid4s Warning: unable to allocate 'min server memory' of 4096.

Service user is set as local system account.

Typically I'd expect SQL to hoard that RAM I provided it.
