Azure SQL Always on

We are slowly moving our whole estate to Azure. 

One aspect is SQL.  Currently running on esxi 6.0 on premise - single host, replicated using veean to another host and offsite replication, inc tape, disk and VCC.

Now i foresee running this same workload (single VM) in azure should be more highly available im assuming best practice here would be to create a SQL cluster and use availability set.  Reality is the costs and configuration.  

What are folks doing here?  Small company c30 users.  2x small databases.  RDS or WVD.
