SQL Issue - 2005 backward compatibility setup

I have  server 2016 std.

I installed SQL 2017

The software I need to install requires the backward compatibility program installed.

But it will not install, when I try I get this error:

"The installer has encountered an unexpected error installing the package. This may indicate a problem with the package. The error is 2503."

What I am trying to install is SQLserver2005_BC_x64.msi when I see that error

so again: 

server 2016 std

SQL2017

SQLserver2005_BC_x64

I have re-downloaded the  the BC component twice from 2 different locations, no luck..

Any help appreciated......
