I'm running SQL 2017. I have a corrupt master database so SQL is unable to start. I do have a backup I can restore from, but when I dump the file where it's supposed to go, I get

If this error occurred during replication, re-create the publication. Otherwise, restore from backup if the problem results in a failure during startup.
