Dynamic beginning of last year through end of last month

I am trying to create a query that will dynamically pull sales information from the beginning of the previous year through the end of the previous month of the current year.  

If we were to run it right now I would want sales totals from all of 2013 and sales totals from 2014 through the end of September.

Any help or input would be greatly appreciated.
