SQL will only restore database if backup is located on certain drives?

I have a weird one for you guys. My CTO and I have been stuck on this for about a week now, and I'm out of ideas.

I'm trying to restore from a backup onto a different server/instance. It's the same type of server as the primary, same drives, etc. The drives have plenty space and the database is 11GB. We also have 2 other databases that restore fine using the same method. When I try to restore a backup of the problem database, I point (with move) the MDF to its own drive, and the LDF to another. The backup file can be on the C drive or the E drive (Root SQL install/system DBs are there), and the restore fails with read IO errors. (13, data invalid) If I move the backup to the MDF drive, LDF drive or backup drive and restore, it works fine.
