SQL Server 2019 Standard RTO expectation with Always On

So we have our first big SQL project (in the past we've survived with SQL Express) as we are moving one of our systems from cloud based to an on-prem system. As we are a small business (<60 users) we have limited budget but have enough for SQL 2019 Standard with Software Assurance (SA) using per core licensing. We also have budgeted for two physical Dell servers (using VMs, Windows Server 2019 Datacenter) in different offices and hope to configure SQL clustering/passive failover. Lastly we are ordering a Dell Data Domain (backup appliance) for a third office.

Since I'm a relative noob for SQL failover, I've been doing quite a bit of reading and research. It seems with SQL Standard 2019 and SA we can have RTO of minutes based on how the passive failover works. As I understand, we can setup Server clustering then disaster recovery replica for our secondary server, and also use Veeam to backup to the Dell Data Domain. With this setup, if one office or server goes down, we can be up in minutes or less with the other server with little to any manual interaction. If both go down or ransomware somehow hits both, our backup should protect us but recovery time there becomes hours or possibly a day or so to recover.
