SQL Server Authentication Issue

Guys I need to find the solution of this tiny problem that we have a domain controller installed on 2003 server in site 1. We have two sites. Both sites users are connected on this domain AD.

SQL Server is also installed for site 1 and site 2 each. Our site 2 users usually do late sittings. They only needed to access their site 2 SQL Server. But they become disconnected when site 1 domain controller gets shutdown. All users are connected on LAN with un-managed switch in site 2. We can not turn on our domain controller after evening in site 1 because of Power Failures in this area.

I simply want to give permissions on site 2 users that they could access their SQL server in the absence of domain controller. 

Please suggest me how to accomplish this task. Should i install child domain on site 2? and then transfer site 2 users from site 1 AD to site 2 child domain AD?

Can this be done by giving some permissions without installing child domain?
