Sizing question

This is a constant question, but I have a client that has a database approaching 1TB. Their performance is getting slower and slower. I had this server virtualized before, I’ve moved it to a slightly older but dedicated bare metal machine. It is still slow. I realize there are many factors to consider, but on this bare metal machine I have 3 sets of disks, with the OS, database, and log files separated. It has 32 GB of RAM. I’ve tried indexing and defragmenting. Is this setup just not functional with the size of this database? Is there a fairly reasonable formula that can be used to determine the proper hardware to purchase? They have money, but I certainly don’t want to throw it at a new server and not see a marked improvement. There are 10 users on this database that are in it constantly all day.
