I have noticed this a few time now and not sure what or what is happening. We have our SQL Server 2014 and the virtual has 32 GB ram and I have set SQL to use 28GB Max. Most of the time I see in my SQL monitor and in Task Manager and is shows that SQL is using or 28GB. Then in the monitor I see it has the 28 and most is list as Free. But every so often and more often after a reboot SQL only allocates 6GB of ram. On those days we sometimes see timeouts or other issues. I don't understand why or what would be causing SQL to not allocate all 28GB of ram. We reboot Sunday this happens nearly ever Monday, bu then the rest of the week it acts as expected.
