SQL Server Roles for configuring AppFabric vs. Federal Agency for Security Rules

Hi, thsi is somewhat special, but maybe soemone has a hint...

One of our products has some rather special prerequisites to be installed, so it can run properly.

We need MS AppFabric Persistence and Monitoring Services. So far so easy.

When you start the AppFabric Configuration Tool, which will put everything into place on the server where AppFabric shall run and also on the SQL Server used for metadatastorage, you need to call this using an Identity, which has full administrative rights on the SQL Server. It will add some AD-Groups to some SQL Server security groups and do more stuff like that, so it is somewhat understandable that advanced rights are necessary.

But if a customer, which might be a data center of a federal state, complies to the rules of the "Federal Agency for Security in Information Technology", there are strong...
