Total memory vs target, batch requests vs compilations/sec

Hi all. I'm currently looking over some machines which seem to be experiencing slowness issues on an older, 2008R2 physical box, but I'm confused by what I'm finding when monitoring. I'm wondering if anyone can help me make sense of these numbers after monitoring for several weeks.

I'm seeing Total Server Memory averaging half of Target Server Memory; the Total is consistently about 2gb short of Target. This server admittedly doesn't have a ton of memory, but using perfmon, I'm seeing that Available MBytes on the machine always shows 1-2gb through these same times.

During these times, I'm seeing no Lazy Writes/sec or Memory Grants Pending, and Page Life Expectancy is several hours.

I'm not seeing CPU pressure - it's generally always around 10%, and never spikes over 40%. I do notice that SQL Compilations/sec is averaging almost 40% of...
