Granting permissions to create new DBs without allowing overwrite existing.

Hiya everyone.

I need to figure out a way that I can allow some privileged users to create new databases on our SQL  2016 server, without giving them permissions to accidentally overwrite existing databases. 

I tried the dbcreator server role, but that allows them to overwrite existing databases too.

Any pointers would be greatly appreciated.
