MIM 2016 SP1 install missing UTF-8 (65001)

Hi All!

I am running MIM 2016 SP1 on a 2016 Server VM. MSSQL 2014 (Collation: SQL_Latin1_General_CP1_CI_AS) SSDT 2015
When I run a refresh schema, UTF-8 (65001) doesn't appear in the code page list. All of my data in from SSDT is using Unicode string [DT_WSTR] Notepad shows the CSV file is UTF-8.
UTF-8 is available on other client setups but missing on this one.
Anyone have any ideas why MIM would be missing UTF-8 while other applications on this box can use UTF-8?
I have fully uninstalled all related applications and reinstalled.
