Excel Conditional Formatting

I have the following request for two excel spreadsheets:

The first one will be based on the first score and the second one will be based on the changes from the first score to the second score.

There are 3 categories for the students. Good (Green, Column A) Needs Improvement (Yellow, Column B) & Poor (Red, Column C)

1st category is 'Good' and it's in column A (column A has green fill) and means the student is doing good on the test. So if Bob is the student and he performs good on the test, he is in the green column and his name is also green (the text).Let's say Bob takes the test again and does really bad. On the new spreadhseet, his name should now be in Column C (That's highlighted red) but his name should still be green reflecting his first score.

Does anyone know how I would go about getting this set up in Excel? Any help will be...
