SQL Server Agent Not Starting Properly

I have a Windows Server 2012R2 Box running SQL Server 2012 and we need to get the SQLSERVERAGENT running.  It starts then immediately stops with the following error

OpenSQLServerInstanceRegKey:GetRegKeyAccessMask failed (reason: 2).

Event ID is 324

I found that if I run it with the Admin username and password it will run but we need it to run as a Local System Account
